Who Plans in Goa?

Everyone is talking about land in Goa. Type it into Google and you’ll find a host of influencers suggesting investment in the property market. Open the local newspapers, and you’ll see constant stories of villagers objecting to construction projects.

Tahir Noronha is an architect and urban planner currently pursuing a PhD at UC Berkeley. With roots in Goa, his work spans planning law, conservation, and community governance. He leads the Charles Correa Foundation in the past.

In this session, Tahir traces how land slips away—enabled by officials and resisted by citizens armed with little more than RTIs and hand-drawn maps. Goa may be small, but what happens here raises a powerful question: when the selling of land replaces its protection, what do we do next?
