Planing for Life, Planning for Destuction: The Twists and Turns of Land-use Planning in Goa

Goa has been a pioneer in progressive land legislations, land-use planning and also land struggles. Despite 35 years of land-use planning, the state repeatedly finds itself in the throes of land conflicts. This talk by Solano Da Silva, co- author of the book The Great Goa Land Grab, revisits the promise of land-use planning in the state and juxtaposes it with critical observations about land policies and their impact. Through this, it highlights a range of ‘manoeuvres’ through which land policies are ‘captured’, but it also foregrounds resistances. The intention behind this talk by Solano is to begin to unpack Goa’s land transformation and, through this, initiate an informed conversation about alternative land futures for Goa, ones which are ecologically grounded and just.
