Should We Be Heading Towards Another Mining Shutdown?
Mining is halted twice earlier because it is deeply inequitable for the people of Goa. Now, mining restarts under a new framework. On paper, it appears that things have changed — but has the underlying problem truly been addressed?
The Mines Department facilitates the restart of operations, yet safeguards are missing. Goa still lacks a lab to test ore quality, leaving room for underreporting and undervaluation. There is also silence on the long-overdue restoration of lands scarred by mining, and over 750 million tonnes of mining waste remain unaddressed.
Given all this, we must ask: Is Goa ready for this restart? Or are we once again drifting toward the consequences that force previous shutdowns? Should we be calling for a third, possibly permanent pause until the groundwork is responsibly laid? What role can the courts still play? And how can ordinary citizens participate meaningfully in these decisions?
