This talk by Solano Da Silva\, co- author of the book The Great Goa Land Grab\, revisits the promise of land-use planning in the state and juxtaposes it with critical observations about land policies and their impact. Through this\, it highlights a range of ‘manoeuvres’ through which land policies are ‘captured’\, but it also foregrounds resistances. As a state with extensive manicured landscaping\, it is the beacon of global tourism and has India’s most expensive acreage\, but at the cost of its forest cover\, with climate change already whittling away at its beaches. As a state where a Board of Directors has replaced the Council of Ministers and where even Goa’s nomenclature has been changed to Go-aah as part of a commercial branding exercise. His documentaries and short films as a Writer – Director have travelled to numerous Film Festivals worldwide and have won the ‘Best Documentary’ and ‘Best Short Film’ Awards. His last short film\, ‘Bare’\, won the ‘Best Film on Women’ Award at CICFF (India) 2021 and an ‘Honourable Mention for Best Director’ at the Eastern Europe Film Festival in Romania. \nHis writing debut\, PI Meena\, an Amazon Prime Original which he co-wrote along with Arindam Mitra\, was released worldwide on November 3rd 2023. He has also worked as a writing consultant on a number of other TV shows\, some of which are in production at the moment. DESCRIPTION:With its distinct history\, Goa has long been promoted as a pleasure periphery. The state’s tourism industry is a key driver of urbanization in the state. Leveraging the Goan lifestyle\, there is a push by the authorities to further promote tourism driven mass consumption with a focus on land sales\, second homes\, and entertainment. This model has put a lot of pressure on Goa’s vulnerable communities\, which is leading to an increasing amount of social discord. Tracing the evolution of Goa’s urbanism from the land reform undertaken in the 1960’s to the present\, the talk is a reading of the current urbanization patterns in Goa and the challenges its civil society faces going forward. \nFernando Velho is based in Goa with a practice dedicated to architecture\, furniture design\, heritage conservation and research. The Singapore Institute of Architects awarded one of his projects\, ‘The Zero Waste Archifest Pavilion’\, its Design and Excellence Award. He has also collaborated with Ayaz Basrai and Mansee Badve to design the India Pavilion at the Dubai Design Week\, 2019. \n
